Agriculture in Imperial China: Crops, Land, and the Hydraulic State
For more than two thousand years, the imperial Chinese economy rested on the productivity of its fields. Agriculture employed perhaps three-quarters of the population in most periods, generated the bulk of tax revenue, and set the ceiling on urban growth, military power, and trade. The imperial state defined itself, in large part, as a regime that managed the agrarian base: building dikes and canals, registering land and households, taxing the harvest, and preaching the Confucian doctrine that the foundation of a stable polity was a vast class of self-cultivating peasant landholders. The long arc of Chinese agriculture is the story of how that base was built, expanded, and pushed to the limits of preindustrial productivity.
This page surveys that story across three large sections. Staple Crops and the Southward Shift of the Economic Center
Imperial China’s agrarian geography was unusually dynamic. The earliest imperial dynasties, from the Qin to the early Tang, drew their grain and their tax revenues from the Yellow River basin, where millet and wheat were the staples and where the dry loess soil and the unpredictable Yellow River defined the farmer’s life. From the Tang onward, the demographic and economic center of gravity shifted south, and by the Southern Song (1127–1279) the rice-growing lower Yangzi was the richest, most productive, and most heavily populated region in the country. The shift took roughly a millennium and rested on a combination of environmental, technological, and political factors.
The Northern Tradition: Millet and Wheat
The North China Plain, ringed by mountains and drained by the Yellow River, has a semi-arid climate with cold winters and hot, rain-filled summers. The traditional staples were foxtail millet (su), broomcorn millet (ji), and later wheat. Millet is drought-tolerant, matures quickly, and stores well, and it was the foundation of the Shang and Zhou agricultural economy. Wheat, introduced from western Asia in the second millennium BCE, gradually spread eastward and became a major northern crop by the Han. By the Tang, wheat was a winter crop sown in late autumn and harvested in early summer, allowing a single year to produce both wheat and a summer millet. Northern agriculture was constrained by water: rainfall was variable, the Yellow River was prone to devastating floods, and irrigation was limited.
The Southern Tradition: Rice and Water
The Yangzi valley and the lands south of it have a subtropical climate with abundant rainfall, hot summers, and a long growing season. Rice is the natural staple: a high-yielding grain that can be grown in paddies, supports dense populations, and produces more calories per unit of land than wheat or millet. The challenge is water management. Paddy rice requires controlled irrigation: standing water during the early growing season, careful drainage at harvest, and a reliable supply of fresh water. The early history of southern agriculture was therefore a history of dike-building, canal-digging, and the conversion of marshy floodplain into productive paddy.
By the Han, rice was grown in the middle and lower Yangzi, and the state made efforts to extend its cultivation. The Eastern Han general and administrator Sun Quan and his successors in the Three Kingdoms state of Wu (222–280) opened large areas of the Jiangnan region to cultivation. The Tang and especially the Song saw a massive expansion of paddy acreage in the lower Yangzi, the Huai basin, the southeast coast, and Sichuan. The reasons were partly environmental (the population pressures that followed the An Lushan Rebellion drove migration south), partly technological (better tools, better seeds, and most importantly the introduction of fast-ripening Champa rice in the eleventh century), and partly political (the Grand Canal made the southern surplus accessible to the northern capital, encouraging the state to invest in southern hydraulic works).
The result, by the Southern Song, was a Chinese economy with a populous, market-oriented south and a politically dominant but demographically thinner north. Hangzhou, Suzhou, Nanjing, and other Jiangnan cities became centers of wealth, consumption, and craft production. The Ming and Qing inherited this geography and extended it, opening the Hunan, Hubei, Sichuan, and southwest frontier regions to large-scale rice cultivation and bringing new lands in the southeast under double-cropping. New World Crops and the Late Imperial Boom
The third great change in imperial Chinese agriculture was the introduction of New World crops in the Ming and Qing. Sweet potatoes, maize, peanuts, tobacco, chilies, and a range of beans and squashes reached China from the Americas via the Spanish Philippines in the late sixteenth century. These crops did not displace rice and wheat in the rich lowlands, but they transformed the hillsides, the sandy coastal plains, and the dry north. Sweet potatoes can be grown on marginal land, mature quickly, and store well; they became the staple of the poor and the emergency grain of famine. Maize spread into the hill regions of the southwest and the upper Yangzi, supporting the massive population growth of the eighteenth and early nineteenth centuries. The Qianlong-era population boom, which roughly doubled the empire’s population between 1700 and 1800, was made possible in part by these new crops.
Irrigation, Drainage, and the Hydraulic State
Imperial China was, in the vocabulary of the German historian Karl Wittfogel, a “hydraulic civilization” — a state that survived, in part, by managing water on a vast scale. The state built and maintained dikes, levees, canals, reservoirs, and pumping stations; it recruited labor for these works; and it was prepared, in extreme cases, to allow the Yellow River to shift its course rather than continue an impossible flood-control effort. The technical and institutional achievements of Chinese hydraulic engineering were central to the success of imperial agriculture.
The Dujiangyan and the Sichuan Model
The Dujiangyan irrigation system, built by the Qin state engineer Li Bing and his son in 256 BCE, is the iconic example of Chinese hydraulic engineering. Located on the Min River at the edge of the Chengdu Plain in Sichuan, the system divides the river into an inner channel for irrigation and an outer channel for flood control, with a movable dam (the yuzhui, or “fish-mouth levee”) that automatically adjusts to the water level. The result is a stable supply of irrigation water to roughly 500,000 hectares of farmland, supporting one of the most productive rice-growing regions in the empire. The Dujiangyan is still in use, more than 2,200 years after its construction.
The Sichuan model combined state investment in the main hydraulic infrastructure with local cooperative management of the distribution canals. The Chengdu Plain became one of the granaries of the Tang and Song empires, and the same model — large state works plus local cooperatives — was replicated across the south.
The Yellow River and the North China Plain
The Yellow River (Huang He) has been both a blessing and a curse to the farmers of the North China Plain. Its loess-borne silt makes the surrounding land extraordinarily fertile, but the river’s course, perched above the surrounding plain on a self-built levee, is fundamentally unstable. Major floods have repeatedly devastated the region, and the river has changed its lower course many times. The engineering of the Yellow River was one of the great preoccupations of the imperial state: the famous hydraulic engineer Jia Rang proposed reforms in the Han, Wang Anshi proposed a new commission in the Song, and the early Ming general Xiu Xia and the Qing grand secretary Jin Jian and others grappled with the same problems. The maintenance of the Yellow River dikes was a major state expense and a recurrent source of corruption and mismanagement.
The Grand Canal
The Grand Canal, completed under the Sui Dynasty in the early seventh century, was the largest single hydraulic project of the imperial era and one of the largest in world history. Briefly: the canal was designed to move southern grain to the northern capitals, to allow the central government to draw on the wealth of the south, and to bind the empire’s two great regions into a single political and economic unit. At its peak, the canal carried hundreds of thousands of tons of grain each year from the Yangzi delta to the northern capitals, and it served as the spine of a national transport and communication system that reached its mature form in the Ming and Qing.
Local Works and the Rural Hydraulic Economy
Beyond the great state projects, the imperial Chinese countryside was a dense network of smaller hydraulic works. Local dikes, drainage channels, reservoirs, waterwheels, and pumping stations were built and maintained by villages, clans, and lineages, often with subsidies from the state. Water wheels, including the noria and the square-pallet chain pump, were widely used to lift water from rivers and canals to the fields, and water-powered mills processed grain, hulled rice, and pressed oilseeds.
Tools, Techniques, and the Agrarian Revolution of the Song
The technological and organizational base of Chinese agriculture expanded steadily across the imperial period. The Han saw the spread of iron plows, iron-tipped harrows, the seed drill, and the chain pump. The Tang added new varieties of waterwheel, the rotary winnowing fan, and improved iron tools. The Song, in particular, saw what some historians have called an “agricultural revolution” — a combination of better tools, better seeds (including the Champa rice from Vietnam), more intensive cultivation, and a substantial expansion of cultivated acreage.
Iron, Steel, and the Farmer’s Toolkit
By the Han, the standard Chinese plow was a heavy, iron-tipped design drawn by one or two oxen and equipped with a curved beam to clear the soil. The Han plow was effective enough to be used, with only modest changes, for two thousand years. The Tang and Song added iron-toothed harrows for breaking up clods, the seed drill for sowing in rows, and the winnowing fan for separating grain from chaff. The Song iron industry, centered in the north, used coal and coke for smelting and produced millions of kilograms of iron and steel per year, and by the Ming and Qing the iron toolkit had become a standard feature of the Chinese farm.
Crop Rotation, Double-Cropping, and Intensive Cultivation
The shift from single-cropping to double-cropping was the central productivity gain of the late imperial period. In the south, double-cropping of rice became possible with the introduction of fast-ripening rice, and even triple-cropping was possible in the warmer parts of the southeast by the Qing. In the north, the wheat-millet rotation allowed two crops in two years, and the wheat-rice rotation across the Huai basin allowed a single year to produce both. Double-cropping required more labor, more fertilizer, and more careful water management, but produced a substantial increase in calories per unit of land. The intensification of cultivation was accompanied by a steady growth in the use of organic fertilizer, in the careful selection of seed, and in the regional specialization of crops. Cotton, sugar, mulberry, tea, indigo, tobacco, and a range of cash crops spread across the empire in the late imperial period, and they were integrated with grain production in a complex pattern of interplanting and crop rotation.
Agricultural Manuals and the Diffusion of Knowledge
Chinese farmers were served by a substantial body of written agricultural knowledge. The earliest imperial-era agricultural manual is the Qimin Yaoshu (齐民要术, “Essential Techniques for the Common People”), compiled by Jia Sixie in 544 CE, during the late Northern Wei. It is a wide-ranging treatise covering field crops, gardens, sericulture, animal husbandry, and food processing. The Tang saw further manuals; the Song added a range of specialized works; and the Yuan and Ming produced the most ambitious of all, the Nongshu (农书) of Wang Zhen (1313) and the Nongzheng Quhua (农政全书) of Xu Guangqi (1639). These manuals circulated in printed editions and were studied by the educated gentry.
State Policy and the Agrarian Order
The imperial state treated agriculture as both an economic foundation and a political and ideological project. The emperor, in the annual ritual plowing ceremony at the Altar of Land and Grain, symbolically united the throne with the soil. Officials were instructed to encourage cultivation, distribute seed, repair dikes and canals, and maintain the granaries that would tide the empire over famine.
The Equal-Field System and Its Decline
The equal-field system of the Tang, modeled on earlier Northern Wei practice, allotted land to households on the basis of family size and labor capacity, with the state retaining formal ownership. The system aimed to prevent the accumulation of large estates, ensure a broad base of taxpayers, and provide for the support of soldiers and their families. In practice, the equal-field system worked reasonably well in the seventh and eighth centuries, then gradually collapsed. Powerful families, Buddhist monasteries, and frontier military governors accumulated estates; the official allocations drifted into hereditary private ownership; and by the mid-Tang the equal-field framework was effectively dead.
The Song inherited a more flexible system in which most land was privately held and was bought, sold, mortgaged, and rented on a market. The state taxed land on the basis of official registers, but the registers were often out of date and the actual distribution of land was much more unequal than the official record suggested. The Song state made repeated, generally unsuccessful, attempts to limit land concentration and protect smallholders; the same pattern of attempted reform and limited success continued through the Ming and Qing.
Taxes, Levies, and the Peasant Burden
The imperial tax system combined a grain tribute paid in kind, a poll or property tax paid in coin or silver, and a corvée labor obligation. In the Han and Tang, the grain tribute was the foundation of the system: the state extracted a portion of the harvest, transported it to the capital and frontier garrisons, and used it to feed the army and the bureaucracy. The Song shifted toward monetary taxation; the Ming single-whip reform of the late sixteenth century converted most obligations to silver; and the Qing largely continued the late Ming pattern. Famine Relief, Granaries, and the State’s Agrarian Role
The imperial state maintained a system of granaries designed to stabilize the grain market and provide emergency relief in times of famine. The “ever-normal granary” (常平仓, changpingcang), the “community granary” (社仓, shecang), and other variants were used to buy grain when prices were low, sell when they were high, and distribute in emergencies. In good times, granaries could moderate price swings and prevent the worst effects of local crop failures; in bad times, corruption, mismanagement, and fiscal exhaustion could leave the granaries empty precisely when they were most needed. The eighteenth-century Qing, with a generally well-managed fiscal system and a series of unusually good harvests, was probably the most effective in operating the granary system; the late Ming and late Qing were the least effective, and the great famines of the late Qing — the worst of them the North China famine of 1876–1879, which killed perhaps ten million people — exposed the limits of the agrarian order.
